About DAIS

DAIS is a consulting, engineering and technology group for the sectors that keep cities and economies running: waste, environment, energy, urban services and agriculture. We work for ministries, regulators and municipalities, for development finance institutions, and for investors and operators, designing the regulation, digital systems and bankable projects those sectors depend on. Led by engineers with more than two decades in the field, DAIS works from Dublin, Paris, Beirut and Brazil.

Mission: To give decision-makers the evidence, systems and structures to build resource sectors that work, and keep working.

What sets DAIS apart

From policy to practice. We do not stop at recommendations. In Saudi Arabia we designed the waste sector's licensing system, its violations schedule and its inspection and e-manifest systems. In Brazil we structured the concessions that turn waste policy into contracts.

Data at the core. Every engagement rests on a model you can test and keep: integrated financial models, performance indices such as the City Cleaning Index we developed for Saudi municipalities, cost-benchmarking tools and, increasingly, AI, including MethaneMapper, our satellite system for detecting landfill methane.

Bankable outcomes. We structure concessions and PPPs, test feasibility and provide independent technical due diligence for lenders, so projects reach financing. Our tariff work on waste-to-energy in Brazil informed a dedicated tariff in the national energy auctions.

How we work

Our projects follow the same five steps, whether we are designing a regulation or structuring a concession.

  1. 01

    Diagnose

Establish the baseline: data, laws, contracts, costs and the people involved.

  2. 02

    Benchmark

Test international practice against local conditions, and keep only what fits.

  3. 03

    Design

Build the regulation, model, system or deal structure, with its governance.

  4. 04

    Enable

Deliver the tools that make it usable: manuals, IT specifications, fee models, training.

  5. 05

    Roll out

Pilot, support implementation and track results against agreed indicators.

Why DAIS

A dais is a raised platform: the place from which you see further and speak with authority. DAIS also stands for what we bring to every engagement: Digital, Analytics, Insights and Solutions. The name sets our standard: advice grounded in evidence and delivered as systems people can use.

DAIS operates through six companies, each with a defined role.
